My g-mail adress had been got locked When I post a long comment on Dokdo-or-Takeshima on 26th, Google Auto-spam filter recognized my comment as SPAM. As I shown there, my comment is not spam. After Mr.Gerry removed my comment from Google automatic spam filter and recognized my one as normal comment, My g-mail and some website are recovered.

After recovery of my gmail, I got to know still my Sea of Japan site unavailable. from 28th of April I sent inquiry to Google but they sent no replies.

の東北アジア歴史財団(理事長：鄭在貞＝チョン・ジェジョン)に、今後、東海表記と関連して南北の歴史学
者らが共同で対処していこう」というファックスを送ってきたと明らかにした。

この当局者は「これに伴い、東北アジア歴史財団が今日北側に通知文を送って5月中旬に開城(ケソン)で
東海表記に関連した南北協議をしようと提案した」と話した。

特に私たちの側は国際水路機構(IHO)の実務グループが水域表記と関連して会員国の公式意見を受け付
ける締め切り期間が5月2日であるだけに、この期間内に北側が東海水域の表記に対する意見をIHOに提
出することを勧告した。

当局によればIHO実務グループの議長は日本海表記の方案を提示し、これに対してわが政府は反対の立
場をすでに表明したと伝えられた。北側は現在まで立場表明をしないと知らされた。

IHOは全世界の海の名前の表記を規定する機構だ。IHOは1929年と1937年、1953年など3回にかけて海の
名前の表記規定を採択して、日帝治下と韓国戦争(朝鮮戦争)を経る間、私たちは声を出すことができなく て東海が「日本海(Japan Sea)」と表記される結果を産んだ。

北側の東海表記協力の提案は6者会談に行くなら南北対話を経なければならない状況を念頭に置いたものと観測される。

この日、私たちの側が提案した5月中旬の開城での協議が成し遂げられれば、南北の歴史専門家たちが参加するものと見られる。

統一部によれば北側は中国を通じて東北アジア歴史財団にファックスを送ってきたし、これに対して私た ちの側は板門店（パンムンジョム）の赤十字のチャネルを通じて通知文を送ったと伝えられた。

東北アジア歴史財団は日本、中国などの歴史、領土問題歪曲に対応するために教育科学技術部傘下に 設立した政府外郭の研究機関だ。

提出したと報じた。ＩＨＯ側が５月２日までに意見を提出するよう求めていたという。

韓国はこれまでも東海との併記を国際機関などに働き掛けてきた。聯合によると、韓国政府
当局者は「日本海単独表記は絶対に容認できず、各国の出版物に東海併記が広がるよう
外交努力を強めている」と述べた。

日本海の呼称をめぐっては、北朝鮮が４月下旬、韓国の「東北亜歴史財団」に東海と併記する
問題を話し合う協議の開催を提案。韓国側は５月中旬に実施したいと回答しており、南北が

（韓国）政府が最近国際水路機関（IHO）に対し、「東海と日本海の表記を併記しなければ
ならない」と言う意見を提出した背景に関心が集まる。

政府は原則的に、「東海の英文名称である『East Sea』のみ表記しなければならない」という
立場だが、これをIHOで主張しないのは、外交的成果を出すための段階的戦略であると
解釈される。

IHOは1929年から、世界各海の名称を決める事に重要な根拠に作用する『海洋と海の境界』
というパンフレットを発行しているが、現在まで『日本海（Japan Sea）』が公式名称として
使われている。

IHOの『海洋境界』実務グループの議長が日本海の単独表記に賛成している立場のため、
これまで韓国政府の意見がまともに反映されることができなかった。

日本がIHOに莫大な分担金を出していたので影響力が大きく、まだ主要国の政府と多くの
国際機関が日本海の単独表記を維持している。

実際に世界の主要地図で、東海と日本海の併記の割合は韓国政府と市民団体の努力に
押され、2000年の1.8%から2005年18.1%、2007年23.8%など着実に増加はしているが、まだ
30%の水準にも満たない。

政府は大部分の国際地図が日本海を単独表記している状況で、これから併記の表記が
多くなった後東海の単独表記を推進する方針である事が分かった。

北朝鮮の場合も原則的には東海のみの表記をしようという立場だが、近ごろ国際会議で
東海と日本海の併記を主張した事例があることが分かった。

政府の関係者は1日、「現実的に世界地図で東海だけ単独では表記しにくい」とし、「まず
東海と日本海の併記が定着した後、最終的には東海の単独表記を推進する」と話した。

5月1日には再び国連下部組織の国際水路機関（IHO）に現在の日本海呼称を東海と日本海の併記に改める意見書を提出したことを発表し、「東海正名」に対する国際社会の関心を高めようとしている。
人民日報傘下の国際情報紙「環球時報」が伝えた。

韓国紙「朝鮮日報」は2日付で「韓国政府はIHO総会を前に、海域呼称問題担当の実務グループに『東海・日本海併記』の意見書を提出した。
IHOの実務グループは東海を含む海域呼称について2日までに専門家の意見を募り、これを基に勧告案をまとめる」と報じた。

韓国紙「東亜日報」は2日付で「2012年に開催されるIHO総会で『世界海図』の4回目の改訂が行なわれる。韓国政府はこれを機に『東海・日本海併記』という目標の実現を望んでいる。

韓国政府「高官」の話として「1953年のIHO世界海図3版では東海が日本海と表記されている。
韓国政府は名を正すため、1991年の国連加盟以降、異議を申し立て続けてきた。07年のIHO総会でも『東海・日本海併記』を主張した」と伝えた。

韓国聯合ニュースは韓国政府の最終目標は日本海から東海への完全な改名であり、
